Working closely with the client - and in collaboration with our colleagues from the research and measurement, and the policy and regulation departments - we develop tailored tools, processes, and mechanisms that enable authorities to improve public transportation within their jurisdictions.
We have extensive experience in examining and analyzing the existing transportation landscape within a given jurisdiction - from the regional level down to detailed assessments of the public transportation system.
This analysis serves to define the client’s needs and, in alignment with their strategic goals, provides the foundation for preparing and issuing a tender.
The planning specifications issued to the various planning bodies define the expected deliverables, timelines, and the evaluation metrics by which the output will be assessed. These specifications enable a qualitative comparison of planning proposals - beyond just the financial aspects - and support more informed decision-making.
We also assist in formulating the evaluation and selection mechanisms in advance, as well as in defining the structure and role of the project’s steering committees.
We develop tools, performance metrics, and a “shadow plan” that serve as both qualitative and economic benchmarks for evaluating submitted proposals.
These benchmarks support the formulation of recommendations for steering committees and help define clear guidelines, roles and responsibilities, and key decision points for the client.
