Adalya's Policy Department advises and supports the policies of the Public Transport Authority in Israel. This includes heavy and light trains, buses, BRT and even taxis, in a market that has undergone significant reforms, structural changes, and technological transformation.
Transport authorities are expected to initiate transportation changes and to evaluate the transportation plans they receive, but the real challenge lies in conducting a standardized qualitative assessment of those plans. At Adalya we lead the definition of requirements for planners and propose methodologies for evaluating, comparing, and prioritizing transportation plans.
At ADALYA, we view measurement as a language: a way to understand how the system functions, identify what works and what doesn’t, and guide its continued development. We have developed comprehensive sets of performance metrics and targets for the Israeli Ministry of Transport, supporting more informed and effective decision-making at both the municipal and national levels.
