Transport authorities are expected to initiate transportation changes and to evaluate the transportation plans they receive, but the real challenge lies in conducting a standardized qualitative assessment of those plans. Even when a set of metrics exists, each planning proposal requires clearly defined objectives and a realistic estimate of the necessary budget.
