ADALYA'S policy team specializes in working with policymakers. For instance, we led the drafting of laws and regulations, accompanying the building of the annual government budget for public transportation and managing public transportation projects and reforms.
Public transportation operation is a game of conflicting interests and divers needs - the city center is not like the periphery and an employment zone is different from an entertainment district.
At Adalya we work with the PTA to define service level standards for different types of areas and districts.
These service levels determine route planning, service frequency, and the required budget allocation.
We led the public transportation fare reform across Israel, covering trains, light rails, and buses. The reform included a transition from a complex, confusing, and limiting multi-tariff fare system, into a structured scheme with simple and uniform tariffs.
The reform involved navigating a wide range of stakeholders and challenges, including operator contracts, public communication, technical systems such as vending machines, and policy alignment.
